Read this first. Making a PDF smaller here means drawing every page as a picture and putting the pictures into a new PDF. It really does shrink most scans and slide decks. But the text stops being text: you will not be able to select it, search it or copy it, and a screen reader cannot read it. If your PDF is mostly typed text it may even come out bigger. Keep the original.

How this works, and what it does not do
Your file is read by this page and stays in the tab's memory. There is no upload, no server, nothing stored, and it all works with the network switched off once the page has loaded. The two libraries doing the work are served from this site, not from anyone's CDN: pdf-lib (MIT) builds the new PDF and pdf.js (Apache-2.0) draws the page pictures.
Annotate adds to the file rather than rewriting it: what you draw goes on as one transparent picture per page, and what you type goes on as real text you can still select and search. Filling in a box writes the answer on top of it; it does not save into the form’s own fields, so a form that has to be submitted electronically still needs its own reader.
Not in here: editing the words already in a PDF, removing a password you do not have, or turning a PDF into Word. A PDF that is locked with a password has to be unlocked in whatever opened it first.
Large files are limited by your own device, not by us. A phone will struggle somewhere around a few hundred pages, especially when making a file smaller, because every page is drawn as a picture.
